What is a Third-Party Skills Test?

At Monroy Driving School, we are authorized by the Texas Department of Public Safety (DPS) to administer the official behind-the-wheel driving exam.

In the past, you could only take your driving test at a state-run DPS office—sometimes resulting in up to 3-month wait times and stressful environments. A Third-Party Skills Test allows you to take that exact same official exam with our certified examiners at our local Houston or Pearland locations.

The "Monroy Advantage" of Third-Party Testing

○‍ ‍Skip the Months-Long Wait: We often have testing slots available this week, while local DPS offices (like Gessner or Daisy) are booked months in advance.

A Calmer Environment: Take your test on familiar roads in a professional, supportive atmosphere. We believe quality instruction happens both inside and outside the driver’s seat, and that includes providing a stress-free testing experience.

Use Our Vehicle: Don’t have a car that meets the strict DPS safety requirements? You can use one of our modern vehicles for your exam at certain locations.

Immediate Results: Once you pass, we provide you with the official sealed results. You simply take that envelope to any DPS office to have your picture taken and your permanent license will be issued.

Adult Road Test Requirements

Success on the road starts before you ever turn the key. At Monroy Driving School, we believe quality instruction happens both inside and outside the driver’s seat. Use the checklist below to navigate the Texas state requirements and ensure your test day is seamless and stress-free.

Valid Texas Restricted

Driver’s License

Restriction B

Must be the actual plastic card or the official temporary paper permit.

Temporary paper license is acceptable, provided that it includes driver’s picture and is not expired (expiration date for temporary license can be found above driver’s picture).


Drivers Ed Completion Certificate

For Adults (18-24) the ADE-1317 certificate is required. Adults 25 and older are not required to present a drivers education completion certificate.

Digital copies are acceptable.

Impact Texas Adult Drivers (ITAD)

All certificates must not be expired (within 90 days of completion)

Teen Road Test Requirements

At Monroy Driving School, we believe quality instruction happens both inside and outside the driver’s seat. Earning a Texas Driver License is more than just a passing grade—it’s a commitment to safety on our busy Houston highways.

To ensure a smooth testing day at our Pearland or Houston locations, please ensure your teen has met all Texas State Requirements:

Valid Texas Learner License

Must be the actual plastic card or the official temporary paper permit.

  • Teens must hold learner license for a minimum of 6 months.

  • Temporary paper license is acceptable, provided that it includes driver’s picture and is not expired (expiration date for temporary license can be found above driver’s picture).

  • Learner Licenses typically expire on student’s 18th birthday.


Drivers Ed Completion Certificate

For Teens and Adults who have completed a teen program the DE- 964 certificate is required.

  • Must be labeled for “Drivers License Only” transfer box cannot be checked off.

  • Parent taught license certificate must have “Drivers Education School” and “TDLR Parent Taught Course” boxes checked off.

  • Control No. must be fully visible.
